Beijing's top science student gives up HKU for Beida

University of Hong Kong or Peking University? It's a painful decision for
any high school graduate, but Lin Qian, a Beijing student who came in
first in this year's college entrance exams in science, has made it clear
she will stay in her hometown.

Lin Qian is seen during an interview with sina.com, a Chinese news
portal. [sina.com]

Lin, who scored 709 points out of a total 750 in the exam, revealed in
her blog at sina.com that she has chosen the School of Mathematics
Science at Peking University for her bachelor's degree, giving up the
opportunity to study at the University of Hong Kong, reported Beijing
Times.

"Peking University has always been my dream. The School of Mathematics
Science has a huge group of elite academics and is the pride of Chinese
mathematic circles. I am very keen to study there and strive to become
one of its excellent students," Lin wrote in her blog.

Admission officials at Peking University welcomed Lin's decision, saying
the university provides the best undergraduate education for its
students. In fact, Lin had been recommended to Peking University prior to
the exam.

In earlier reports, after learning Lin had won first place in the exam,
the University of Hong Kong promised her an annual scholarship of
HK$140,000 (136,000 yuan) if she chose to study there. This is a large
amount compared to the maximum scholarship of 4,000 yuan per year Lin is
likely to get at Peking University, according to the university's
scholarship regulations.

Since 2006, when the Ministry of Education allowed some Hong Kong
universities to recruit mainland Chinese students, more of them are
choosing to finish their undergraduate studies in Hong Kong.

Last year, the University of Hong Kong, which has a mainland enrolment of
300, received more than 12,000 applications from mainland students this
year; and Hong Kong University of Science and Technology (HKUST), which
accepts 160 from the mainland, attracted more than 6,000 applicants.

In 2006, both of Beijing's top students, Yang Huixin in science and He
Xuan in arts, entered the Business School of HKUST, even though they were
also admitted to Peking University.

Chinese Mandarin - Brain scans tell why meditation works

WORLD / Health

Brain scans tell why meditation works

(LiveScience.com)
Updated: 2007-07-01 11:15

If you name your emotions, you can tame them, according to new research
that suggests why meditation works.

Brain scans show that putting negative emotions into words calms the
brain's emotion center. That could explain meditation's purported
emotional benefits, because people who meditate often label their
negative emotions in an effort to "let them go."

Psychologists have long believed that people who talk about their
feelings have more control over them, but they don't know why it works.

UCLA psychologist Matthew Lieberman and his colleagues hooked 30 people
up to functional magnetic resonance imaging (fMRI) machines, which scan
the brain to reveal which parts are active and inactive at any given
moment.

They asked the subjects to look at pictures of male or female faces
making emotional expressions. Below some of the photos was a choice of
words describing the emotion - such as "angry" or "fearful" or two
possible names for the people in the pictures, one male name and one
female name.

When presented with these choices, the subjects were asked to pick the
most appropriate emotion or gender-appropriate name to fit the face they
saw.

When the participants chose labels for the negative emotions, activity in
the right ventrolateral prefrontal cortex region - an area associated
with thinking in words about emotional experiences - became more active,
whereas activity in the amygdala, a brain region involved in emotional
processing, was calmed.

By contrast, when the subjects picked appropriate names for the faces,
the brain scans revealed none of these changes, indicating that only
emotional labeling makes a difference.

"In the same way you hit the brake when you're driving when you see a
yellow light, when you put feelings into words, you seem to be hitting
the brakes on your emotional responses," Lieberman said of his study,
which is detailed in the current issue of Psychological Science.

In a second experiment, 27 of the same subjects completed questionnaires
to determine how mindful they are.

Meditation and other mindfulness techniques are designed to help
people pay more attention to their present emotions, thoughts and
sensations without reacting strongly to them. Meditators often
acknowledge and name their negative emotions in order to let them go.

When the team compared brain scans from subjects who had more mindful
dispositions to those from subjects who were less mindful, they found a
stark differencethe mindful subjects experienced greater activation in
the right ventrolateral prefrontral cortex and a greater calming effect
in the amygdala after labeling their emotions.

"These findings may help explain the beneficial health effects of
mindfulness meditation, and suggest, for the first time, an underlying
reason why mindfulness meditation programs improve mood and health," said
David Creswell, a UCLA psychologist who led the second part of the study,
which will be detailed in Psychosomatic Medicine.

Chinese Mandarin - Big trades could share spotlight with Oden, Durant

Sports / NBA Draft 2007

Big trades could share spotlight with Oden, Durant

(Reuters)
Updated: 2007-06-28 14:20

NEW YORK, June 27 - Ohio State center Greg Oden and Texas forward Kevin
Durant figure to top the list in the NBA Draft, yet suspense lingers over
whether big names like Kobe Bryant and Kevin Garnett will change
addresses on Thursday.

The Portland Trail Blazers choose first in the NBA Draft at Madison
Square Garden and are expected to select 7-foot (2.13 m) Oden, the
19-year-old who led Ohio in scoring (15.7 avg), rebounding (9.6 rebounds)
and blocked shots as a freshman.

"You'd have to look at a team funny if it didn't make Oden the number one
pick," Oden's boyhood friend and Ohio State team mate Mike Conley Jr.
told reporters on Wednesday.

Oden knows there is going to be pressure to produce right away in the NBA.

"That's hard and I know it's going to be difficult," Oden told reporters.
"But I had a chance to talk to (former Spurs center) David Robinson and
what he said to me was you just need to take time .. don't put it all on
yourself."

The 6-10 (2.06 m) Durant, a great offensive talent who led the Big 12 in
scoring (25.8 per game), rebounding (11.1 avg) and blocked shots as a
freshman, is sure to go second to the Seattle SuperSonics should Oden be
made the top pick.

Durant said comparisons to Tracy McGrady were flattering. "T-Mac is one
of the best players in the league and I'm just honored to be in the same
company as him," he said.

Oden and Durant are pegged by the most experts as future NBA top
performers.

Some of the league's top names may have an impact on where the entering
NBA class play as draft picks would likely be part of any big-time trade
packages.

Bryant and Garnett have been rumored in a number of blockbuster deals,
with the Chicago Bulls and Phoenix Suns mentioned resepectively as
possible destinations.

Shawn Marion of the Suns, Lamar Odom of the Lakers and Jermaine O'Neal of
the Pacers are among other big name players mentioned in trade talks
ahead of the draft.

The rest of the top 10 draft selections could include such promising
players as twice national college champion Florida's Al Horford, Joakim
Noah and Corey Brewer, Ohio State point guard Mike Conley Jr. and Chinese
power forward Yi Jianlian.

Brandan Wright of North Carolina, Thaddeus Young of Georgia Tech,
Georgetown's Jeff Green and 7-1 center Spencer Hawes of Washington could
also figure among top 10 picks.

Learn Chinese online - Kidney, heart disease spur each other

WORLD / Health

Kidney, heart disease spur each other

(AP)
Updated: 2007-06-26 10:44

WASHINGTON - Hearts and kidneys: If one's diseased, better keep a close
eye on the other. Surprising new research shows kidney disease somehow
speeds up heart disease well before it has ravaged the kidneys. And
perhaps not so surprising, doctors have finally proven that heart disease
can trigger kidney destruction, too.

The work, from two studies involving over 50,000 patients, promises to
boost efforts to diagnose simmering kidney disease earlier. All it takes
are urine and blood tests that cost less than $25, something proponents
want to become as routine as cholesterol checks.

"The average patient knows their cholesterol," says Dr. Peter McCullough,
preventive medicine chief at Michigan's William Beaumont Hospital. "The
average patient has no idea of their kidney function."

Chronic kidney disease, or CKD, is a quiet epidemic: Many of the 19
million Americans estimated to have it don't know they do. The kidneys
lose their ability to filter waste out of the bloodstream so slowly that
symptoms aren't obvious until the organs are very damaged. End-stage
kidney failure is rising fast, with 400,000 people requiring dialysis or
a transplant to survive, a toll that has doubled in each of the last two
decades.

And while CKD patients often are terrified of having to go on dialysis,
the hard truth is that most will die of heart disease before their
kidneys disintegrate to that point, something kidney specialists have
recognized for several years but isn't widely known.

Indeed, the new research is highlighted in this month's Archives of
Internal Medicine with a call for doctors who care for heart patients to
start rigorously checking out the kidneys - and for better care of early
kidney disease.

The link sounds logical. After all, high blood pressure and diabetes are
chief risk factors for both chronic kidney disease and heart attacks.

But the link goes beyond those risk factors, stresses McCullough: Once
the kidneys begin to fail, something in turn accelerates heart disease,
not just in the obviously sick or very old, but at what he calls "a
shockingly early age."

McCullough and colleagues tracked more than 37,000 relatively young
people - average age 53 - who volunteered for a kidney screening. Three
markers of kidney function were checked: The rate at which kidneys filter
blood, called the GFR or glomerular filtration rate; levels of the
protein albumin in the urine; and if they were anemic. They also were
asked about previously diagnosed heart disease.

The odds of having heart disease rose steadily as each of the kidney
markers worsened. More striking was the death data. At this age, few
deaths are expected, and indeed just 191 people died during the study
period. But those who had both CKD and known heart disease had a
threefold increased risk of death in a mere 2 1/2 years, mostly from
heart problems.

"This study is very much a wake-up call," McCullough says.

Chinese Class - H5N1 bird flu virus confirmed in Czech Republic

WORLD / Europe

H5N1 bird flu virus confirmed in Czech Republic

(Xinhua)
Updated: 2007-06-22 02:08

Hundreds of turkeys at a farm in eastern Czech Republic were killed by
the H5N1 bird flu virus, the State Veterinary Administration confirmed on
Thursday.

Tests in the National Reference Laboratory in Prague showed that the
turkeys in Zalsi, east Bohemia area of the country, were killed by the
highly pathogenic H5N1 bird flu virus.

Veterinaries believe that the turkeys bred at the farm possibly got
infected through hay litter, which came from a pond and could be
contaminated by droppings of birds living in the wild.

According to local Veterinary Administration, people face no danger of
the bird flu.

Health Minister Tomas Julinek said that the country has a sufficient
supply of medicines and is prepared for a possible flu pandemic.

The bird flu virus emerged in a poultry flock in Usti and Orlice, east
Bohemia area for the first time on Wednesday. Out of the flock of 6,000
birds, 1,800 have died.

The farm has been closed and all animals will be killed. Clean- up and
disinfection will follow.

Zalsi farm chairman Frantisek Bartos said the turkeys have not been
delivered to the retail network yet.

"We would have sold them in one and a half months when they would have
weighed 18 kg. Now they weigh 10 kg," he said.

The Regional Veterinary Office have taken stringent measures to prevent
the disease from spreading.

Any transfers of birds from the afflicted flock have been banned,
previous transfers of poultry have been checked and the turkey flock has
been tightly sealed.

A 3-km inner protection zone and a 10-km outer surveillance zone will
also soon be in place.

The remaining birds in the afflicted flock in the village of Tisova will
be culled.

The veterinary administration will check not only commercial but also
private flocks within the 10-km zone.

The first case of bird flu in the Czech Republic was found in March 2006
after which 13 cases of the disease have been registered. In all cases
birds have been infected by the H5N1 virus, which also poses danger to
human beings.

Chinese School - Cyclone Gonu blamed for 23 deaths

WORLD / Middle East

Cyclone Gonu blamed for 23 deaths

(AP)
Updated: 2007-06-08 01:00

A man pushes his bike in the mud in Al Swadi area about 100km north west
of Muscat, Oman, Thursday June 7, 2007. Residents of Muscat are
recovering from the destruction after Cyclone Gonu battered Oman's coast
on its path toward the world's most important crude oil tanker route. [AP]

Cyclone Gonu battered Oman's coast Thursday, flooding highways and
tearing down trees and power lines but sparing the region's oil industry.
At least 23 people were killed in deaths related to the cyclone a
rarity in the Middle East.

But as Gonu headed from Oman to the southeastern Iranian coast, it
continued to lose steam, weakening to tropical storm strength, according
to the U.S. military's Joint Typhoon Warning Center.

Oil analysts said the weakening storm's effect on the market was minimal.

The center predicted Gonu would make landfall on the southeastern Iranian
coast late Thursday. But it was likely to spare Iran's offshore oil
installations that are more than 120 miles to the west, the center and
oil officials said.

At least 20 deaths were blamed on Gonu in Oman, including members of
police rescue squads, and 24 were reported missing, said Royal Police
spokesman Abdullah al-Harthi. Rescue teams searched devastated areas in
helicopters and boats, he said.

Across the Gulf of Oman, Iranian state television reported that a
resident of the port city of Bandar Abbas was killed in a car accident
Wednesday due to poor visibility from the storm.

Two provincial government workers bringing emergency supplies to a
flooded area also were killed when a river overflowed and their truck
flipped in Jask, a town 155 miles southeast of Bandar Abbas, state TV's
Web site said.

The storm caused little damage to Oman's relatively small oil fields. But
raging seas had prevented tankers from sailing from Omani ports,
effectively shutting down the country's oil exports, said Nasser bin
Khamis al-Jashimi of the Ministry of Oil and Gas.

"It looks like Oman has taken its precautions and so far, really, I
haven't heard of any disruption to the flow of oil," said Muhammad-Ali
Zainy, senior energy analyst at London-based Center for Global Energy
Studies.

Brent crude fell on confirmation that Oman's main oil port hadn't
suffered major damage from Gonu. In London, July Brent crude futures
dropped 17 cents to $70.85 a barrel on the ICE Futures exchange.

The port of Fujairah in the United Arab Emirates reopened Thursday after
it suspended all refueling and ship-to-ship supply operations at the
world's third-largest shipping fuel center.

On Thursday, the storm had sustained winds of 41 mph, less than half its
strength of 95 mph just 24 hours earlier, the Joint Typhoon Warning
Center said. It was centered about 98 miles north of Muscat and was
projected to weaken as it moved through the Gulf of Oman toward Iran.

Even with the weaker winds, Gonu which means a bag made of palm leaves
in the language of the Maldives is believed to be the strongest
cyclone here since record-keeping started in 1945.

In the capital of Muscat, highways and yards were flooded, and downed
trees and power lines were scattered in the high waters. Residents washed
cars in the flooded streets, while others snapped pictures.

Muscat's mountain backdrop added to the problem. The torrential rain that
poured onto the bone-dry peaks flowed into canyons and dry riverbeds that
channeled the raging water directly into the city.

"The capital Muscat became a lake," al-Harthi told Oman TV.

In coastal city of Sohar west of Muscat, violent waves continued to crash
the shore as several residents returned to their homes Thursday after
being evacuated.

"We all went to the school last night, and I came back to look at the
house. Twice the water came into my house, and maybe the tide will come
in again," said fisherman Salem Hassan al-Mukblai, 40, as he and his two
sons tried to tie a downed fruit tree to a fence surrounding their house.

Shareefa bint Khalfan, Omani minister of social development, said more
than 20,000 people were evacuated Wednesday and housed in
government-provided dwellings stocked with medicine and supplies. Oman's
eastern provinces have been cut off, with heavy rains making the roads
unusable and communication lines severed.

In Iran, authorities evacuated hundreds of people living in the port city
of Chabahr on the coast of the Gulf of Oman, believed to be next in the
cyclone's path.

But the heavy storm, which caused trees to fall and windows to smash,
eased Thursday morning, subsiding into light rain and wind.

"Thanks to God, people are back in the bazaars and streets of the city,"
said Abbas Jafari, a 47-year-old taxi driver. "Yesterday was terrible. I
had never seen such a storm in my life."

Iran's state broadcasting company said on its Web site that some small
villages in Sistan and Baluchistan province, on the Gulf of Oman, were
still encircled by floods and authorities used helicopters to drop
emergency supplies to them.

The storm affected power and telephone lines elsewhere in the province,
but caused no major damage, provincial governor Habibollah Dehmardeh told
the official IRNA news agency.

As a precaution, the Bandar Abbas oil refinery, which supplies the local
petroleum market, closed jetties that receive oil from tankers, the Web
site of Iran's Oil Ministry reported. The refinery was working as usual
Thursday, the report said.

Learn Chinese - Russia warns US on missile defense

WORLD / Europe

Russia warns US on missile defense

(AP)
Updated: 2007-06-04 20:33

MOSCOW - Russian President Vladimir Putin warned that Moscow could take
"retaliatory steps" if Washington proceeds with plans to build a missile
defense system for Europe, including possibly aiming nuclear weapons at
targets on the continent.

Russian President Vladimir Putin presides a Cabinet meeting in the Moscow
Kremlin,in this Monday, March 26, 2007, file photo. [AP]

Speaking to foreign reporters days before he travels to Germany for the
annual summit with President Bush and the other Group of Eight leaders,
Putin assailed the White House plan to place a radar system in the Czech
Republic and interceptor missiles in neighboring Poland. Washington says
the system is needed to counter a potential threat from Iran.

In an interview released Monday, Putin suggested that Russia may respond
to the threat by aiming its nuclear weapons at Europe.

"If a part of the strategic nuclear potential of the United States
appears in Europe and, in the opinion of our military specialists, will
threaten us, then we will have to take appropriate steps in response.
What kind of steps? We will have to have new targets in Europe," Putin
said, according to a transcript released by the Kremlin. These could be
targeted with "ballistic or cruise missiles or maybe a completely new
system" he said.

On Monday, Iran's top security official called the US plans for the
missile defense shield a "joke," saying Tehran's missiles do not have the
capability to reach Europe.

"Claims by US officials that installing a missile defense system in
Europe is aimed at confronting Iranian missiles and protecting Europe
against Iran is the joke of the year," Ali Larijani told the state-run
IRNA news agency.

"The range of Iran's missiles doesn't reach Europe at all," IRNA quoted
Larijani as saying in Iran's first public reaction to the plans. Larijani
is secretary of Iran's Supreme National Security Council, the country's
top security decision-making body.

Iran is known to possess a medium-range ballistic missile called the
Shahab-3 that has a range of at least 800 miles, capable of striking
Israel. In 2005, Iranian officials said they had improved the range of
the Shahab-3 to 1,200 miles.

Although Western experts believe Iran is developing the Shahab-4 missile
- thought to have a range between 1,200 and 1,900 miles, which would
enable it to hit much of Europe - Iran has not confirmed such reports.

Iran initially acknowledged in 1999 it was developing the Shahab-4, but
claimed it would be used only as a space launch vehicle for commercial
satellites.

Putin told reporters that he hoped US officials would change their minds
regarding the missile plan, warning that Moscow was preparing a
tit-for-tat response.

"If this doesn't happen, then we disclaim responsibility for our
retaliatory steps, because it is not we who are the initiators of the new
arms race, which is undoubtedly brewing in Europe," he said.

"The strategic balance in the world is being upset and in order to
restore this balance without creating an anti-missile defense on our
territory we will be creating a system of countering that anti-missile
system, which is what we are doing now," Putin said.

Last week, Russia tested a new ballistic missile capable of carrying
multiple nuclear warheads and a new cruise missile. While Western
analysts said the system has probably been under development for several
years, Putin has described the test as part of Moscow's response to the
US anti-missile plan.

Putin also suggested that in the absence of a real threat from Iranian
and North Korean missiles, the US plan could be an attempt to spoil
Russia's relations with Europe.

Relations between Moscow and Washington have soured in the past year. The
two former Cold War foes are at odds over Washington's missile plans,

US, Iran reach Iraq policy consensus

BAGHDAD - The United States ambassador in Baghdad said he and his Iranian
counterpart agreed broadly on policy toward Iraq during four-hour
groundbreaking talks on Monday, but insisted that Iran end its support
for militants. The Iranian ambassador later said the two sides would meet
again in less than a month.

The Iranian envoy, Hassan Kazemi Qomi, also said that he told the
Americans that Tehran was ready to train and equip the Iraqi army and
police to create "a new military and security structure."

Kazemi did not elaborate nor would he say how US Ambassador Ryan Crocker
responded.

In a discussion with an Associated Press reporter after his news
conference, Kazemi was asked if a second US-Iranian meeting was planned.

"The next meeting will occur in Iraq in less than one month," Kazemi said.

Dozens killed in Lebanese fighting

TRIPOLI, Lebanon - Lebanese troops tightened a siege of a Palestinian
refugee camp Monday where a shadowy group suspected of ties to al-Qaida
was holed up, pounding the camp with artillery a day after the worst
eruption of violence since the end of the country's 1975-90 civil war.

Lebanese army and police inspect the scene a day after an explosion hit
the eastern area of Achrafieh in Beirut, Lebanon Monday, May 21, 2007. An
explosion across the street from a busy shopping mall killed a
63-year-old woman and injured 12 other people in Beirut late Sunday in
the Christian sector of the Lebanese capital, police said. [AP]

Lebanese officials said one of the men killed in Sunday's fighting was a
suspect in a failed German train bombing - a new sign that the camp had
become a refuge for militants planning attacks outside of Lebanon. In the
past, others in the camp have said they were aiming to send trained
fighters into Iraq.

Saddam El-Hajdib was the fourth-highest ranking official in the Fatah
Islam group, an official said Monday, speaking on condition of anonymity
because he was not authorized to speak to the media. El-Hajdib had been
on trial in absentia in Lebanon in connection with the failed German plot.

The death toll remained uncertain as hundreds of Lebanese army troops,
backed by tanks and armored carriers, surrounded the Nahr el-Bared
refugee camp on Tripoli's outskirts early Monday. M-48 battle tanks
unleashed their cannon fire on the camp, sending orange flames followed
by white plumes of smoke. The militants fired mortars toward the troops
at daybreak Monday.

At least 27 soldiers and 20 militants had been killed, Lebanese security
officials said Monday, but they did not know how many civilians had been
killed inside the camp because it is off-limits to their authority.

Learn Mandarin online - Pentagon prepares 35,000 troops for Iraq

WORLD / America

Pentagon prepares 35,000 troops for Iraq

(AP)
Updated: 2007-05-09 08:41

WASHINGTON - The Pentagon on Tuesday alerted more than 35,000 Army
soldiers that they could be sent to Iraq this fall. In Congress, House
Democrats defiantly pushed a plan to limit war funding to two-month
installments.

Secretary of Defense Robert Gates left is briefed by Lt. Col. William
Boyett as he prepares to observe soldiers of the 3rd Brigade Combat Team
101st Airborne, Golf Company as they train at the Joint Readiness
Training Center in Fort Polk, La. Friday, May 4, 2007. [AP]

The deployment orders signed by Defense Secretary Robert Gates would
allow commanders to maintain the buildup of troops through the end of the
year if needed. President Bush has ordered nearly 30,000 additional
troops to Iraq to quell a spike in violence, particularly in and around
Baghdad. There are currently about 146,000 US troops in Iraq.

Pentagon spokesman Bryan Whitman said the orders do not mean the military
has decided to maintain the increased force levels through December. The
Pentagon "has been very clear that a decision about the duration of the
surge will depend on conditions on the ground," he said.

The announcement comes as Bush is under increasing pressure to pull
troops out of Iraq. Bush last week vetoed $124.2 billion legislation that
would have funded the war while requiring troops to start coming home
this fall. According to a CNN-Opinion Research Corp. poll released
Tuesday, just over half of Americans disapproved of the veto.

House Democratic leaders briefed party members Tuesday on new legislation
that would fund the Iraq war through July, then give Congress the option
of cutting off money after that if conditions do not improve. Bush
requested more than $90 billion to fund the war through September.

The proposal is aimed at appeasing Democratic lawmakers who want to end
the war immediately and are urging leaders not to back down after Bush's
veto last week. But lacking a firm endorsement by the Senate, the
challenge by House Democrats seemed more for political show than a
preview of another veto showdown with Bush.

Senate Majority Leader Harry Reid , D-Nev., told reporters before meeting
with House Speaker Nancy Pelosi that "nothing's been ruled out and
nothing's been ruled in" as he would continue to try to work with the
White House.

House Democratic leaders struck a more defiant tone.

"I didn't commit to any compromise" with the White House, said Pelosi,
D-Calif.

Asked whether Democrats were still talking with the White House, Rep.
Rahm Emanuel , D-Ill., said, "They know what we're doing obviously. I
don't think their subscriptions to the newspapers ended at any time
recently."

Democratic leadership aides said Reid and Pelosi acknowledged in their
meeting Tuesday that the House plan would be considerably more difficult
to pass in the Senate, where 60 votes are often required and that the two
chambers may have to pursue different tracks.

Earlier in the day, Bush met with more than a dozen Democrats, most of
whom with fairly conservative voting records.

"They (the White House) seemed to be concerned about their relationship
with a number of us, and I think they should be," said Rep. Bud Cramer,
D-Ala., one of the members who attended. "It's perplexing why we couldn't
have had a couple of these meetings earlier."

The House bill would provide $30 billion to pay for military operations
through July as well as some $10 billion for other high-priority
projects, including training security forces in Iraq and Afghanistan,
military base closings, defense health, pandemic flu protection and
hurricane relief efforts.

Under the proposal, Bush would have to update Congress by July 13 on
whether the Iraqi government was meeting certain political and security
reforms. Congress would decide 10 days later whether to end the war and
bring troops home or provide funding through September.

The House would vote separately this month on a bill providing about $3.5
billion in agricultural assistance and about $1 billion for rural
schools, wildfire relief and aid to salmon farmers.

"We're trying to prepare a second option so that if the administration
wants to continue to just hold its breath and turn blue until they get
their money, we're going to have another alternative," said Rep. David
Obey , D-Wis., who planned to brief White House chief of staff Josh
Bolten on Tuesday.

White House spokesman Tony Snow called the approach "just bad management."

"We think it is appropriate to be able to give commanders what they are
going to need, and also forces in the field, so that you can make
long-term decisions in trying to build the mission," Snow said.

Congressional Republicans also dismissed the Democratic proposal as
unfairly rationing funds needed in combat and said their members would
not support it.

Democrats "should not treat our men and women in uniform like they are
children who are getting a monthly allowance," said Rep. John Boehner ,
R-Ohio, his party's leader.

Gates and his military leaders have said that commanders in Iraq will
make recommendations in September on whether the buildup has been
successful and whether it should continue or if troops can begin coming
home.

Snow and other administration officials have tried to tamp down
expectations of the September review, although several senior Republicans
say it will prove critical to whether the GOP continues to support the
war.

Sen. Olympia Snowe , R-Maine, introduced legislation Tuesday that would
require the Iraqi government to meet certain benchmarks within four
months. If Baghdad fails, military commanders would begin planning to
bring some troops home and refocusing remaining forces on noncombat
missions, such as training the Iraqi security forces. Snowe's bill,
co-sponsored by Sen. Evan Bayh , D-Ind., sets a nonbinding goal of ending
combat six months later.
