China embraces three large peaks in population

Chinanews, Dingzhou, June 20 �C China would encounter three population
peaks in terms of the total population, the labor force and the aging
population in the first half of the century and some obstacles would
still remained solving the population problem in general, Zhang Weiqing,
Director of the State Commission for Population and Family Planning said
Sunday.
Zhang said during a seminar on population and family planning that
China��s population would keep strong inertial increase with the total
population rising by 8 million to 10 million annually in the next few
decades but the general quality level of the population was would be too
low to adapt to the fierce competition in overall national strength.
In addtion, the huge population of the labor force would make the
employment situation worse and the growing number of aging population
would present a great pressure on China��s social security system.
Moveover, there would be several important factors threatening the
harmony of the soceity as the birth ratio of boys to girls would remain
at a high level, the increasing number of ��floating population�� of
migrants would challeng the rellocation of public resources, the gap
between town and country would continue widening and the poverty-stricken
population would remain large. The safety risk of population therefore
could not be underestimated.
Zhang said the country should firstly overcome the barrier of the concept
and system and explore the trend and characteristics of the development
of the population in the new age.
He said that the major obstacles in system at present were the unsound
macro control mechanism of population development and that of the public
administration, the unsound incentive mechanism to keep the birth rate at
a low level and the unsound social security and motility mechanism
commensurate with the development of the population, which would render
the population and family planning work unable to adapt not only to the
requirements for the transformation of government functions and the
establishment of a government with the rule of law, but also to the
diversified demands of the massed. Hence it is essential to deepen the
reform of administrative system of the population and family planning.
