Don't get carried away with GDP

China's economy will soon overtake Germany's, and by 2040 it will trump
the US and become the world's number one.

That sounds like good news to me, but the euphoria over the prediction is
nothing but unsettling.

The forecast is a slight variation of the ambitious scheme of almost half
a century ago, namely, "overtaking Great Britain and the US".

You know how that one ended. But the ranking-conscious mentality is a
reminder of how little we have matured even though our economy has made
miraculous strides.

For one thing, GDP is only one barometer of an economy, and not a
satisfyingly accurate one at that. It does not take into account the
environmental cost and the psychological burden of torrid growth. That's
why someone came up with the fuzzier "green GDP".

For another, GDP does not measure how each individual fares in an
economy. When divided by 1.3 billion, we are still way behind and it's
probably easier to count our ranking from the bottom up.

The irrational jubilation of some of my compatriots derives from a
deep-seated insecurity, which is the result of a constantly refreshed
memory of a century of the country's humiliation: We were beaten because
we were weak. Now that we are strong, we can stand tall and proud.

There is nothing wrong with being proud of our achievement, but getting
carried away with it may have negative consequences. Just as a nouveau
riche may squander his money to boost his image and inflate his ego, a
country has the same temptation. One seems to need a dose of superiority
to overcompensate for the erstwhile sense of inferiority.

That is why it is extremely important to keep a clear head in a time of
unprecedented boom and wealth. We need to focus on what should be done
rather than gloating over what has been done. When you turn your sight
from the metropolises to remote areas, you'll still be able to find
poverty gnawing at a large swathe of our population. There are people who
trek for half a day just to get a pail of water. There are victims of
natural disasters that need our help. There are countless people who toil
under conditions that do not meet our stated or implied standards.

A surge in economic data is only meaningful when it benefits those who
make it possible. GDP is just a number; it will have to be substantiated
by things like better food on the table, roomier shelter for the family
and more roads that link landlocked villages. It has to be made tangible
with better and more affordable education, more and better-paid jobs,
more choices of recreational activities, more access to information and
more channels of expression.

If a higher GDP cannot be reflected in these things, why don't we just
fill in whatever number we desire and be cheerful about it?

Along with great strength and stature comes great responsibility.
Remember what Spiderman said? While a strong economy should improve the
living standard of our populace, it also means we should spend more
helping those in other countries who need help and join the international
community in fighting Green Goblin, Doc Ock and Sandman oops, I mean,
terrorists.

A Chinese youth who thinks we can do whatever we want now that we will
beat Germany and the US in GDP is playing right into the hands of those
who advocate the "China threat". It's the flip side of "We were beaten
because we were weak". But getting stronger does not necessarily mean
acting irresponsibly. Let's start by acting rationally towards our
progress.

What is really behind a TV reality show?

It is always interesting to watch foreign media react to phenomena in
China of such complexity that they do not fit into clear-cut Western
interpretations. The television reality show is a case in point.

When The Supergirls first made it big in 2005, most domestic pundits saw
a glimmer of democracy in the making as the wave of short-message votes
swept candidates to instant popularity. On the other hand, several
foreign commentators brushed aside the political implication and
attributed the craze to behind-the-scenes maneuvering of business
interests.

Now the tide has turned. A female director is described by The Times as
daring to "defy both the will of the people and China's answer to Simon
Cowell" when she said she might not cast the winners of a television
contest show in a television drama series, as she was supposed to.

Let's pause for a moment and make an effort to define "the will of the
people".

Do a million votes constitute "the will of the people"? What about five
million? What if half the votes were cast by one person with deep
pockets? What if the whole voting process was rigged by a producer who
could make the Florida recount look like kid's play?

It seems outsiders are taking our television voting very seriously while
we ourselves have long put it through the grinding machine of
anything-for-entertainment. Try telling the story of The Quiz Show to a
Chinese television viewer, and a likely response would be: "What's the
big deal?"

I cannot tell you for sure which of China's reality shows is corrupt.
Last year, someone successfully predicted the winner of one of the top
rated shows week after week - days before each competition was held. Just
imagine what the chances were for an educated guesser to hit that kind of
bullseye.

To make you Jimmy Carter wannabes more agog, some suggest this could be
the stroke of genius - not by a renegade or a rival station, but by the
producers themselves. In China's entertainment industry, most scandals
are created by the defamed stars or their managers because it is a more
effective way to get exposure, and exposure entails a higher asking price
for the next project.

I once grilled a friend of mine from the inner circle of another reality
show, and he gave me a quizzical look: "I can tell you responsibly that
the voting was not fixed." He put special emphasis on the word
"responsibly" as if he were imitating some official facing the press.

Of course, this was not proof one way or the other. On the other hand, it
does not take a UN election watcher to know someone tampered with the
outcome. Just follow one episode and you'd get a feeling of who is buying
votes in bulk and who is getting a nudge from the producer.

The crux is not whether the process of a reality show is fair and
transparent - are you out of your mind to expect a thing like that in a
seriously frivolous environment like ours? The real point is, why do
producers pretend to be fair and transparent in the first place?

The answer is simple: It makes them more money. The illusion of democracy
tends to create euphoria among the target audience so that they will be
more willing to punch their cellphones to see their favorite candidates
survive another round of contest. In China, reality programming rakes in
more profits from paid votes than from advertising.

You may see a television contest as the rough copy of a democratic
system, but it is more like a clownishly rotten copy.

Day 01: Arrival in Shanghai
Our guide will pick you up at Shanghai airport and transfer to the hotel.
Visit the Bund and the Nanjing Road.

Day 02: Shanghai
Visit the Shanghai Museum and the Yuyuan Garden. After lunch, take a
cruise tour on the Huangpu River. The memorable dinner is served at
Central Hotel, whose restaurant Wang Bao He has a history of around 260
years and is the best place to serve Shanghai Cuisine. The memorable
dinner will be followed by the Portman Acrobatic Show at the Shanghai

Take a flight to Xian and transfer to the hotel. Visit the City Wall in

Day 04: Xian
Visit the Terracotta Warriors and Horses Museum. To avoid having the poor

Big Wild Goose Pagoda and the Forest of Stone Steles Museum. After you
enjoy the local speciality, the Dumpling Banquet, you will be entertained

Pumpkin decorated with poems

These small pumpkins are carved with quotes of famous Chinese poems. The
pictures were taken on July 30, 2007 on the Hefang Street in Hangzhou,
Zhejiang Province. Many tourists have bought such pumpkins as decorations.

Some 500 Olympic volunteers receive training of first-aid skills in

July 25 - China on Tuesday finalized a contract with a consortium, led by
the US-based Westinghouse Electric Co, to build four nuclear power
reactors in the eastern part of the country.
Neither party revealed the amount involved in the contract but earlier
media reports had estimated it to be $8 billion.
China will use Westinghouse's AP1000 technology to build the four
reactors, two of which will be in Sanmen, Zhejiang Province, and the
others in Haiyang, Shandong Province.
The cooperation between China and the US will be "crucial" in the
development of the country's third generation nuclear power technology,
Vice-Premier Zeng Peiyan said.
"The contract will result in the first-ever use of advanced US nuclear
power technology in China," Westinghouse President and Chief Executive
Stephen Tritch said.
Based on standard Westinghouse pressurized water reactor technology,
AP1000 is "the safest, most advanced nuclear power technology in the
world". It has been chosen for at least 12 reactors in the US to be built
in the next 10 to 12 years.
The deal is expected to generate at least 5,000 jobs for Westinghouse and
its consortium partners, the company said.
Work on the first reactor is expected to begin in 2009, and it will
become operational in late 2013. The other three are expected to come on
line between 2014 and 2015.
Japan's Toshiba took majority control of Westinghouse last October. Two
months later China signed an MOU with the company for the four reactors
after it outbid competitors Areva of France and Atomstroiexport of Russia
following a two-year negotiation process.
Nuclear power is the most important electricity generating method after
thermal power and hydropower in China, and the country has become the
third-largest nuclear power producer in Asia. Only Japan and South Korea
generate more nuclear power.
All nuclear reactors in operation or being constructed in China have
employ the first- or second-generation technology from France, Canada or
Russia.
This year the country formed the State Nuclear Power Technology Corp
(SNPTC), which is mainly in charge of developing third-generation nuclear
power technologies. The registered capital of SNPTC is 4 billion yuan
($528.89 million).
The central government will fund 60 percent of the company, and the rest
will come from four large State-owned enterprises, including the
country's two nuclear conglomerates CNNC and China Guangdong Nuclear
Power Holding Co.

The death toll from rainstorms in east China's Shandong Province had
risen to 32 by Thursday, the provincial civil affairs bureau announced.

Province had risen to 32 by Thursday, the provincial civil affairs bureau
announced.
Ten people were missing after the torrential rains and 197 were injured,
while the storms destroyed 805 homes and damaging 1,500 others in the
province, resulting in losses of 1.5 billion yuan (197.4 million yuan).
Nearly 420,000 people were affected, of whom 112,300 were evacuated,
according to the civil affairs bureau.
The rainfall in Jinan, Shandong's capital and the worst-hit city, was 134
mm from 5:00 p.m. to 10 p.m. on Wednesday. Water in some streets rose to
2.5 meters in depth.
The rainstorm, the worst this year to hit Shandong, also disrupted
traffic, electricity and water supplies for three hours, affecting 20,000
people in the downtown area.

Banks expect China to raise interest rate once or twice

Chinanews, Beijing, July 18 �C The central bank might raise the interest
rate another one or two times this year. The most recent interest rate
raise might come probably at the end of this month, according to the
monthly reviews issued by many banks in China, the Shanghai Securities
Journal reported.
Meanwhile, insiders say the possibility should not be excluded for China
to issue special treasury bonds and to reduce or cancel the interest
gains tax. Compared with interest rate raise, China might prefer issuing
the special treasury bonds.
According to the China Merchants Bank Monthly Review, liquidity problem
still exists and CPI figures might touch the alerting line in July.
Considering these factors, it is very likely for the central bank to
further raise the interest rate once or twice more this year. The most
recent interest rate raise might come by the end of this month.
At present, the central bank is weakening its efforts of reabsorbing
currency from circulation. This might indicate that it wants to leave
more room for other tightened monetary policies, including issuing
special treasury bonds and raising interest rate, the report said.
China might very likely raise the interest rate once or twice during the
second half of the year. The earliest interest rate raise might occur in
July. Meanwhile, some other measures, such as reducing or cancelling the
interest gains tax, might also be taken at the time when the interest
rate is raised, said a monthly report issued by the Bank of China.

Chinanews, Beijing, July 13 �C With Paris, New York, London and Hong Kong
launching their own shopping season events, Beijing is going to have a
shopping season of its own. Starting from August 9, about 300 shops in
Beijing will join in the city's first shopping season event, the Beijing
Business Today reported.
Beijing is aiming to make the shopping season become the fifth largest
shopping festival in the world. With this event, the city will try to set
a unified time so that all the shops in Beijing will promote sales at the
same time, said Lu Yan, director general of the Beijing Municipal Bureau
of Commerce.
In the past, every shop in Beijing made up their own strategies to
promote sales. As price wars became intense, these shops began to adopt
other marketing strategies, such as round-the-clock shopping, super
discounts offer and the offer of shopping coupons, to further promoted
their sales. However, it turned out that these strategies did not arise
customers' interest for buying. On the contrary, consumers got tired of
the complicated sales tricks.
��As every shop promotes their sales individually, the whole retailed
industry actually loses money. The total sales volume in the market is
reduced,�� said Lu.

Six-party talks to resume July 18

July 13 - The chief delegates to the Six Party talks on the Korean
Peninsula nuclear issue are to meet in Beijing on July 18 and 19, Chinese
Foreign Ministry spokesman Qin Gang announced on Thursday.
"The delegates will discuss issues related to the initial actions for
denuclearization and explore arrangements of steps that will follow,''
Qin said.
Describing the issue as "complicated", Qin said it involved the
normalization of ties between the Democratic People's Republic of Korea
and Japan, economic and energy cooperation, and the establishment of a
mechanism for peace and stability on the Korean Peninsula.
"The systematic program calls for all parties involved to hold dialogue
with mutual respect and each party's concerns to be considered," he said.
The two-day meeting will be the first for the chief negotiators of China,
the Democratic People's Republic of Korea (DPRK), the United States, and
Republic of Korea (ROK), Russia and Japan since the last round of talks
went into recess in late March.
At the Six Party talks in February, Pyongyang pledged to shut down the
Yongbyon reactor within 60 days in exchange for 50,000 tons of heavy fuel
oil or equivalent aid.
However, the denuclearization process was held up when the DPRK insisted
that 25 million U.S. dollars in funds frozen by the United States at the
Banco Delta Asia in Macao first be returned.
After a long round of shuttle diplomacy, the funds were unfrozen and
transferred to a Russian bank where the DPRK has accounts on June 25.
A delegation from the International Atomic Energy Agency (IAEA)was then
invited to visit Pyongyang and reached a consensus with the DPRK on the
verification procedure of the reactor shutdown.
The June visit was the U.N. watchdog's first to the DPRK since late 2002,
when the country expelled IAEA nuclear inspectors and later withdrew from
the Nuclear Non-Proliferation Treaty.
IAEA inspectors are due to arrive in the DPRK on Saturday to verify the
shutdown and sealing of the Yongbyon nuclear facilities.
The DPRK on July 6 said it would suspend the operation of its nuclear
facilities on receipt of the promised aid, in its first announcement on
when it will shut down the Yongbyon facilities.
The ROK dispatched the first shipment of 6,200 tons of heavy fuel oil to
DPRK on Thursday in accordance with the February agreement.
"The current momentum of the nuclear talks is turning positive and this
should be welcomed and carried forward by all parties," Qin said, adding
each party should honor its promises to push forward the process.

July 12 - China has forbidden domestic enterprises from using diethylene
glycol as an ingredient in toothpaste after a number of countries banned
the sale of toothpaste containing this chemical, according to the General
Administration of Quality Supervision, Inspection and Quarantine.
Imports and exports of toothpastes containing this substance known as DEG
are banned starting Wednesday.
In exceptional cases where the chemical finds its way into toothpaste
mixed up with other ingredients, quantities must not exceed limits set by
importing countries or regions.
Most Chinese toothpaste firms have abandoned DEG as a production raw
material.
The administration maintained that toothpaste containing DEG would not
jeopardize the health of consumers.
Citing a report by experts from the Ministry of Health, the
administration said the long-term use of toothpaste in which the DEG
content was less than 15.6 percent would have no adverse affect on
people's health. None of the data suggested that toothpaste containing
this substance had directly led to the human poisonings.
Recent random inspections by domestic quality authorities found most
domestically made toothpaste contained no such substance. The quantities
of DEG in the few detected were less than 10 percent, it said.
There is no definite criterion or quality limits on the use of DEG in
toothpastes across the world, but the United States, Japan and Canada
have all recently banned the selling of toothpaste containing this
substance.
The deaths of dozens of people in Panama who took medicine containing
diethylene glycol imported from China sparked fears abroad about
China-made products. The chemical -- often used in antifreeze -- was used
as a sweetener in toothpaste.
The safety of Chinese food and drug products has been in the news lately.
Former director of China's State Food and Drug Administration (SFDA)
Zheng Xiaoyu, was executed on Tuesday for taking bribes worth more than
6.49 million yuan (about 850,000 U.S. dollars) and dereliction of duty.
The consequences of Zheng's dereliction of duty have proved extremely
serious. Six types of medicine approved by the administration during that
period were fake. Some pharmaceutical companies used false documents to
apply for approvals.
On Monday, China's quality supervision authorities blacklisted 14
companies for planning to export substandard food products and banned
them from further exports.
A total of 34,400 cases of fake and low-quality food have been cracked by
China's industrial and commercial authorities in the first half of this
year, involving goods worth 67.7 million yuan (8.9 million U.S. dollars).

Young Chinese Americans experience Shanghai lifestyle

Several young Chinese Americans came to stay with Shanghainese for 24
hours, to experience the Shanghai lifestyle. They went to the market to
buy food July 10.

Chinanews, Shanghai, July 11 �C Several young Chinese Americans came to
stay with Shanghainese for 24 hours, to experience the Shanghai lifestyle.
These young people came to Shanghai to take part in the Forum of
Outstanding Youths from China and the US.
The forum arranged a tour for them to stay in the Caoyang Residential
Community for one day. They spent that day just like any Shanghainese did.
They went to the market to buy food, and they were rather surprised to
see so many ��strange�� food, particularly local snacks. Some of them
were very interested in crayfish, as back in US, people like lobsters
better. Tang Haixi, a girl, was even brave enough to catch a live
crayfish with bare hands.
The youths spoke very highly of the poultry section in the market, for it
shows China��s effort in battling bird flu.
After having dinner, which was made by themselves, with the help of local
youths of course, they came to enjoy traditional Chinese games, like
trundling hoops, playing diabolos, and yoyos.
However, one day was still too short for them to experience China. Before
leaving for home, the young Chinese Americans said they would surely come
back, if they had the chance.

Nearly 1,000 passengers sleep, waiting for their departure, on the square
of Beijing West Railway Station at the night of July 3, 2007. Beijing
West Railway Station, the capital's largest station, is expecting a
record turnover in passenger flows in July and August. It is estimated
that the station would see 7.55 million departures in the two peak summer
months with a daily average of 122,000 passengers, up 12.8 percent from
the same period last year.

Migrant workers attacked by mob

July 3 - One migrant worker is fighting for survival, two are missing,
and six remain in serious situation in the hospital, after armed
gangsters in Guangdong Province beat up about 300 migrant workers who had
gone on strike to demand unpaid salaries on Friday, the Chongqing Morning
Post reported .
The Beijing-based China News Service reported on Monday that four
suspects were detained by police.
The migrants, most of whom are from Southwest China's Chongqing
Municipality and Sichuan Province, were working at a construction site
for a hydropower station on the Dongjiang River in Dongyuan county, in
South China's Guangdong Province.
The workers, who have not been paid for four months, went on strike on
Friday, which led to the descent by more than 200 thugs, according to the
newspaper.
"The first batch of about 50 gangsters came with spades in their hands,
and the second batch had axes, steel pipes and sabres, and there were
more behind them," the newspaper quoted Liu Gangqing, one of the migrant
workers, as saying.
"They didn't stop lashing out at us even when the police arrived," said
another migrant worker Li Chuanbing.
A doctor with Heyuan People's Hospital told the newspaper that Lei
Mingzhong, a victim of the violence, had suffered "brain death" and had
virtually no chance of survival.
Huang Juping, a Heyuan government spokesperson, confirmed that Lei -
supported by a pacemaker and breathing apparatus - was fighting for his
life.
However, he denied there had been a mass assault, saying it was "a
violent conflict" involving more than 30 migrant workers and other
company staff.
According to Huang, about 100 migrant workers were incited by their
employer, Qiutian Construction Co based in Shenzhen city, to ask for a
rise from Fuyuan Hydropower Development Co, the proprietor of the
hydropower station.
Qiutian said it had held back workers' pay because Fuyuan refused to
compensate it for losses suffered when some of the company's equipment
and tools were washed away by flash floods last summer.
The migrant workers, headed by Qiu Haodi, a manager with Qiutian, started
to dismantle installations at the power station after their request was
turned down.
The workers had been organized to petition the local government on Friday
afternoon. After several hours of government mediation, they returned
home.
Wang Guangtao, the construction minister, ordered an "immediate
investigation of the incident". Local police have detained four Fuyuan
representatives alleged to have been involved in the attack.
Chased by the gangsters, two workers were forced to jump into Dongjiang
River during the attack. But they survived.
The local government has set up a mediation team. Fuyuan has agreed to
pay the medical costs of the injured workers. Construction of the
hydropower station will be suspended until all "divergences" have been
solved between the two companies.

CPI to rise by 3% this year in China

Chinanews, Beijing, Jun. 20 �C According to China Securities Journal, a
report made by an economic analysts group of the State Information Center
(SIC) revealed on Wednesday that the Consumer Price Index (CPI) may rise
by 3% in China this year.
The report also reveals that CPI in China still tends to be rising in the
next several months. It arrives at such conclusion by comparing
statistics made in the past 36 months.
The report believes that the rise of CPI in the past three months was
caused by the rising price of grain and meat, which will not start
falling until October this year. The increased cost in tertiary industry
also caused CPI to rise higher.
People's massive spending in buying houses is another factor pushing up
CPI.
