Unified armed police to patrol Shanghai

The Shanghai municipal public security bureau announced that its special
police force will begin to conduct armed patrol mission in the city's 10
major urban districts starting from May 1 on Sunday, April 29, 2007.
Shanghai police first began to conduct an armed patrol mission on the
city's streets in 2001. It proved effective in deterring street crimes
and handling emergencies. The reinforcements to the special police force
are expected to further enhance the city's security, according to related
reports.

The first dispatch of 44 patrol cars will be deployed in Shanghai's 10
major urban districts, and all the districts of Shanghai will be covered
by the end of this year.

Industrial growth rate hit historical high in Q1

Chinanews, Beijing, Apr. 28 �C During the first quarter of this year,
China's industrial growth rate reached 18.3%, 1.6 points more than the
same period last year and hitting a historical high in the recent ten
years.
Large-scale industry has maintained a growth rate of more than 16% for
four years consecutively. Since the beginning of this year, Chinese
industry has regained a high growth momentum. Apart from high industrial
growth, industrial use of electricity also increased by 16.8%, some 5.5
percentage points higher than the same period last year.
There were long-term factors that contributed to the high industrial
growth, factors such as the speed-up of industrialization, urbanization
process and the upgrade of consumption structure. At the same time, some
short-term factors also boosted the industrial growth. These included
strong domestic consumption demand and relatively abundant supply of
electricity and capital. In addition, such high growth was also the
result of the fast growth of credit release, the ever-increasing trade
surplus and the reviving strong investment in fixed assets, said Zhu
Hongren, deputy director of the Economic Operation Department under the
State Development and Reform Commission, on Thursday.
Compared with the fast industrial growth, service industry now accounts
for a smaller proportion of the GDP. The proportion that service industry
contributed to the GDP declined from 40.7% in 2004 to 39.5% in 2006. The
central government once placed high hopes on boosting the development of
the service industry, so the stagnant performance of this industry has
aroused considerable attention on the part of the central government.

Colliery accidents trap at least 47 miners

Apr.18 - At least 47 miners are trapped below ground in Chinese coal pits
after three separate accidents happened all on the same day.
Rescuers said at least two miners were trapped in the most recent
accident, which occurred in northeast China's Heilongjiang Province at
around 8:00 p.m. on Monday when a mine collapsed in Jixi City.
Sources with the provincial coal mine supervision authority said the
privately-run mine was not registered with local supervision authorities
and was operating illegally.
The cave-in followed two major accidents in central China's Hunan and
Henan provinces, in which 45 miners are trapped.
The first accident, which happened at around 3:40 p.m. on Monday when
Changcheng Mine, Zhuzhou city, Hunan, flooded, trapping 12 people, said
Huang Fangming, of the provincial administration of coal mine safety.
Rescue teams had been dispatched from neighboring cities to help with the
operation to reach the trapped miners, but heavy rains had hampered their
efforts, Huang said.
Changcheng Mine is a privately-operated mine with a production capacity
of 30,000 tons a year. Its license and certificates were valid, Huang
said.
On the same day, 33 miners were trapped after an explosion in a coal mine
in Pingdingshan City of Henan.
Forty-two miners were working underground when the blast occurred and
only nine managed to escape, local government sources said.
Zhou Hui, a miner who survived the blast, said "I was filling up the cart
with coals, then a huge wave knocked me over. I had to climb about 15
meters to reach the mouth of the pit."
Zhang said before the blast happened, miners used dynamites to blow
sections of deserted rails, which might have set off the gas or coal dust
in the pits.
After rescue operations began, a second explosion shook the mine at
around 4:00 a.m. Tuesday and injured 12 rescuers, but the operation
continued, said Li Jiucheng, head of the provincial coal mine safety
supervision.
Li said some workers suffered serious burns, and they are being treated
at a local hospital.
Li said the rescuers had encountered many difficulties. The tunnels were
built with wooden structures, and a massive fire was still burning
underground, he said, adding that the shafts had a 59 to 69 degree
gradient, and had multiple cave-ins.
The private mine, with a annual capacity of 60,000 tons, is still waiting
for the renewal of its license which has expired. It was operating
illegally when the accident occurred, Li said.
Local police are seeking six people in connection with the incident,
including the mine owner, mine manager and two deputy managers, who have
disappeared. The police have frozen the mine owner's bank account.
Rescuers at the scene said the absence of the mine owner was a major
hindrance as no specific geological information was available. They said
the shafts were poorly designed with inefficient ventilation.
Rescuers are working in shifts to dig tunnels near the main pit and pipe
in inert gas to quell the fire. Several family members of the trapped
miners are waiting outside the mine.
Zhao Tiechui, head of the State Administration of Coal Mine Safety, and
provincial safety officials arrived at the scene of the accident to
direct the rescue operations.
Sources with the administration said Premier Wen Jiabao and State
Councilor Hua Jianmin have required the local authorities to design
scientific plans to save the trapped miners, and work to prevent
occurrence of further accidents.
This is the second major coal mine accident to hit the city in less than
a month, following a mine flood on March 23, which killed 15 miners.
Coal mine accidents killed 4,746 people in 2006 and 357 in the first two
months of this year, figures from the State Administration of Work Safety
show.
China has set a goal of reducing the death rate to 2.1 for every one
million tons of coal produced by 2010, down from 2.81 in 2005. The 2005
rate was 70 times worse than the United States and seven times than
Russia and India.

More than 120,000 people participated in a grand dragon dance campaign at
the opening ceremony of the 25th Luoyang Peony Fair held in Luoyang,

More than 120,000 people participated in a grand dragon dance campaign at
the opening ceremony of the 25th Luoyang Peony Fair held in Luoyang,
Henan Province, April 10, 2007. Altogether 10,025 dragons were performed
at the same time with the largest one being 5,056 meters in length. With
most dragons, largest dragon, and most performers, the campaign has won 3
Guinness World Records.

Chinanews, Apr. 18 - Six years ago, Bill Gates said mysteriously during
an internal meeting, "we have an excellent research institute overseas.
Do you know where it is? It is in China."
The research institute being praised was Microsoft China Research,
established in Beijing in 1998 with US million of investment. Gates'
praise was actually a warm-up for his next action. Several days later,
Microsoft China Research was renamed "Microsoft Asia Research," and
became one of Microsoft's five global base research institutes. These
five base research institutes are at the root of Microsoft's
achievements. Three of them are located in the U.S., and the fifth is in
Cambridge, UK.
Microsoft's global research institutes have a total staff of 700, with
170 at Asia Research. So far, they have published over 1,000 research
papers. In only a few years, two global senior vice-presidents emerged
from Microsoft's Beijing research institute. They now work in Microsoft's
U.S. headquarters.
In fact, Microsoft already has five Chinese institutes covering the areas
of scientific research, product development and technical support
service. Microsoft Asia Research, Microsoft Advanced Technology Center,
Microsoft (China) Research & Development Center, Microsoft (China) Global
Technical Support Center, and China Technology Center, are mostly located
in Beijing.

Lifelike silk artwork

Henan resident Qin Sanjie colors silk characters. Qin, in his seventies,
studied silk arts from the age of six and is adept in creating vivid silk

New iron ore dressing technology

Chinanews, Apr. 4 - A Chinese scientific institute has developed a new
ore dressing technology to improve the purity of iron ore. The new
technology won the national second-grade prize in science and technology.
Yu Yongfu, an academic at Wuhan University of Technology (WUT), and his
research team managed to apply the most advanced flotation column
technology to the operation of positive ion anti-flotation for the first
time in China. Compared to traditional flotation machines, this column
not only helps simplify the operation, but also improves the purity of
iron ore. In addition, the School of Resources and Environment
Engineering of WUT has developed a new type of positive ion reagent
G-609. This strong and effective reagent, reaching the world's elite's
level, may become a substitute for traditional alkyl-amine reagents.
At present, this technology has been put into operation at the Anshan
Iron & Steel Group Corporation, creating nearly 900 million yuan in
direct and indirect benefits. Insiders said that this technology has
settled the crucial technical problem of low-grade hematite ore dressing.
Moreover, it provides reliable data for the exploitation of similar iron
ore resources.

Millennium Ecosystem Assessment released

The Millennium Ecosystem Assessment was simultaneously released in eight
cities, including Beijing, London, Washington D.C., Tokyo and Cairo
yesterday. According to the report of more than 1,300 scientists from 95
countries over the last four years, the effects of human activities on
the world's ecosystem have accelerated and broadened in the last fifty
years, and they continue to degrade. Experts predict that the degradation
of the ecosystem will grow significantly worse in the next fifty years.
But they also indicate that humans can slow down or reverse the
degradation of the ecosystem while meeting increasing demands for
resources through adjusting policy and ecosystem management.

Gambling machines destroyed

over 1100 gambling machines. This is yet another mass action in a
nationwide program focused on illegal gaming and other criminal

China might issue first 3G licenses on May 17

Chinanews, Mar. 28 - Mr. Wang Jianzhang, Director of the comprehensive
planning department of the Ministry of Information Industry (MII), stated
at its annual working conference that MII would study industrial
development strategies for third generation technology (3G) and issue 3G
licenses at an appropriate time this year.
Shanghai National Business Daily reported that the Chinese government
would issue 3G licenses to China Mobile, China Netcom and China Telecom
at an annual rate of 20 billion yuan each, but did not say when it would
happen. Analysts estimate that China would issue 3G licenses in the
second half of this year. However, the most optimistic experts said that
the first 3G licenses might be issued during this year's World
Telecommunications Day.
China is testing three 3G technologies at present, namely CDMA 2000
(U.S.), WCDMA (EU) and China-developed TD-SCDMA. The testing results are
expected to be published in April.
TD-SCDMA standard will become commercialized by the end of June this
year, and China will encourage development of TD-SCDMA products.

HK records 39-month low in unemployment

Chinanews, March 22 - According to the latest figures released by the
statistics department of the Hong Kong SAR government, the unemployment
rate for the period between November last year and February this year
recorded a 39-month low of 6.1%, with added employment of 4,600 persons.
During the same period, the underemployment rate dropped 0.1% to 3.0%.
Financial Secretary Henry Tang Ying-yen said that the Hong Kong
government was confident about the prospects for the job market, though
he also mentioned a recent influx of graduates. An average rise in
salaries has also been achieved recently. Many believe that the employees
have gained more influence in salary negotiations as the overall economy
continues to improve.

Chinanews, Hangzhou, Mar. 17 (By Lin Lulu) - Hangzhou, capital city of

International Cartoon and Comics Festival.

Videophones begin to target the public

(Mar.15) The Telecommunications Bureau of Yunyang County, Chongqing
officially introduced videophones to the public. The phones transmit
digital video signals at a speed of 1 megabyte/sec with an 800,000 pixel
image quality. The video images are shown on a five-inch LCD monitor
added to common phones. For broadband users, the charge of calls made on
a videophone is the same as that of common phone calls. The phones will
be sold at prices ranging from 2,000 to 3,000 yuan.

Imported fruit safeguards

An identity confirmation system for imported fruits, which was proposed
by the Shanghai Bureau of Industry and Commerce, the Shanghai Economic
Commission and the Shanghai Association of Fruits, began trial
implementation on March 11th. Official implementation should start within
the year and the program should also witness gradual improvement. Fruit
buyers will be able to ask the seller to show his import confirmation.
However, some insiders said that the system was only a stopgap measure,
compared to the increasingly serious problem of fake products.

Promotion flooded the house renovation products exposition

HK: Wanchai Book Festival

3b USD achieved in East China Fair

The 2005 East China Import and Export Commodity Fair closed in Shanghai
on March 6th. The six-day fair has contracted 2.974 billion USD in export
orders, up 1.6% over 2004. In particular, the export order of textile and
clothing commodities reached 1.7 billion USD, up 2.2% over last year.
Statistics from the conference office of the East China Fair indicated
that the Fair attracted more domestic enterprises and foreign businessmen
than in 2004. More than 3,300 domestic enterprises participated, an
increase of about 200 over 2004, while the number of foreign visitors
topped 20,000 for the first time, 8% higher than in 2004.

Steel price hikes impact 500 listed companies

Shanghai Baosteel announced that it has accepted the 71.5% rise in
international iron ore prices. Many large steel-producers in China have
had to increase their prices in the past. The sharp price increase will
impact more than 500 listed companies in seven downstream sectors.
Statistics from China Iron & Steel Association (CISA) show that in recent
years the construction, machinery, automotive, container, shipbuilding,
railway and petrochemical industries will remain top steel consumers. All
but the railways will be affected.

70% of college women see marriage as priority

Chinanews, Feb. 2 - Most female college students born in the 1980's would
put their families and marriages before their careers. Yesterday
afternoon, Geng Wenxiu, a professor of psychology at East China Normal
University published her latest statistics collected from undergraduates
in four universities in Shanghai who had taken the seminar "Women's
Development and Societal Harmony."
The statistics revealed that 68.2% of college women regarded marriage and
the love and care of their families as the most important sources of
support in their lives. Those more concerned about "ideals, beliefs and
the pursuit of a career" added up to 19.7%. 9.1% believed that money and
material wealth was a better source of support. 65.2% of those surveyed
said that one's entire life should be "a fifty-fifty split between career
and family," and only 37.3% would "give first priority to their career
and dedicate the remainder of their time and energy to saving their
marriage if a conflict arose". In terms of personality, 32.8% considered
themselves oriented towards marriage and family, while 35.8% saw
themselves as selfish and fun-loving. 25.4% of the female college
students interviewed said that they preferred to pursue a career.
Geng Wenxiu indicated that the "let women return to the home" phenomenon
was no longer a result of external pressure but an active choice of many
women with high levels of education. She said that college girls should
not be blamed for a turn towards a more traditional, family-oriented
life-style. These girls are part of a self-identified category, according
to the opinion of social psychologists.

Foreigners busy with employment after New Year

Anti Money Laundering Act expected mid-year

Chinanews, Hong Kong, Feb. 16(By Guan Xiangdong) - Li Ruogu, Deputy
Governor of the People's Bank of China, revealed today that the expected
publication date of the national "Anti Money Laundering Act" has been set
for the middle of 2005. He made his announcement at an international anti
money laundering conference in Hong Kong. This year, China will strive to
become a formal member of the Financial Action Task Force on Money
Laundering (FATF).
Li also pointed out that China has signed and approved a series of
international anti money laundering and anti terrorist financing
conventions; money laundering was specifically defined as a criminal act
in China, and regulations such as the "Anti Money Laundering Regulations
on Financial Organizations" have already begun to combat corporate money
laundering. In addition, China has established procedures for due
diligence investigations of bank customers, a transaction record keeping
system and a reporting system for substantial and suspicious transactions
by financial organizations.
Li said that in terms of international cooperation, China had joined the
Europe-Asian Group against Money Laundering and Terrorism Financing (EAG)
on October.16, 2004. He also stressed that China has taken an active role
working with the group. China is now gradually establishing a bilateral
cooperation mechanism with its neighboring countries, such as Russia,
Hong Kong and Macau. Li clearly wanted to emphasize that China had begun
drafting the "Anti Money Laundering Act" last July and expects to publish
it in the middle of this year.

Increase in coal prices to exceed 10% in 2005

Chinanews, Feb. 2 - The Market Economic Research Office of the
Development Research Center under the State Council released a report on
the market situation in 2004 and economic forecast in 2005 on January 31.
The report predicted continuous growth in the price of coal, coupled with
strained coal demand in 2005.
The center pointed out that China's current industrial coal consumption
accounted for over 90% of its national consumption. In particular, the
total coal consumption of five industries, including electricity,
metallurgy, building materials, petroleum and coking coal, constituted
over 75% of national consumption. As electricity generation continues its
fast growth in 2005 and high energy-consuming industries such as
metallurgy expands production capacities as a result of increased
investment, the overall demand for coal will continue to grow this year,
mainly to meet the needs of electricity and metallurgy. The additional
demand is estimated at 150 million tons.
In addition, due to rise in international coal prices, relatively low
domestic coal reserves and high coal demand, domestic coal prices will
likely be driven by demand. Raw coal price will increase by 10% for the
whole year, and 15% in the first quarter compared with the same period
last year.
Statistics indicates that between January and November last year, fixed
assets of coal industries increased 63.7% over the same period of the
previous year, much faster than growth in fixed assets investment and
industrial investment in the whole society. At the same time, unmitigated
demand and high price level will stimulate coal production. Output of raw
coal is estimated to reach 2 billion tons in 2005, up 8.5%, or 120 to 180
million tons, over last year.

New York Asian Art Museum

On January 30th (local time), an opening ceremony was held for the New
York Asian Art Museum, which was housed at the Asian Cultural Center in
the heart of Manhattan. The art museum would focus on displaying artwork
by eastern artists and increasing awareness of eastern culture and arts

Xishuangbanna was well received by residents in Yichang, Hubei. Many have

Beijing citizens learn to use chopsticks for the 2008 Olympics

Chinanews, Beijing, Jan.26 (By Lai Hailong) - Recently, one of Beijing's
media outlets has been teaching the public how to correctly use
chopsticks.
In order to facilitate public learning, the media outlet even compiled
the "New Three Character Primer of Etiquettes" about the correct way of
using chopsticks. Citizens may read and recite these primers when
learning table etiquette. This New Three Character Primer includes
instructions such as "Chopsticks in hand, don't point at others. Do not
knock, neither at the table nor at your bowl."
It was learned that this chopstick etiquette program is just a small part
of a much bigger campaign. The Beijing Civilized Olympics Campaign,
sponsored by the municipal government, has officially started in January
this year. Beijing citizens will have a whole year to receive 6 cognitive
training programs on basic etiquette in socialization, venue behavior,
interacting with foreigners and other functions.
The ultimate goal of this campaign is to show the world the unique charm
of traditional Chinese civility during the 2008 Olympic Games.

Beijing to strengthen quarantine procedures before the Olympics

Chinanews, Beijing, Jan. 24 (By Shen Jia) - The Beijing Olympic Games has
entered the "Countdown Period" this year. As many countries and regions
will be participating in the grand event, Beijing is confronted with
increasing risks of epidemics and infectious diseases. Wei Chuanzhong,
chief of Beijing's Quarantine Bureau, revealed that Beijing was
implementing several well-designed measures to prevent possible
introduction of overseas epidemics and infectious organisms during the
Olympic Games.
Wei Chuanzhong said that Beijing was actively researching and developing
fast detection techniques suitable for inspection and quarantine demands
at entry ports where large volume of traffic and cargo are expected for
the 2008 Olympic Games.
In addition, the construction of Beijing's Companion Animal Quarantine
and Healthcare Center is under preparation. This center is geared for
research on companion animal quarantine regulations, technology and
diagnosis standards. It would also provide technical services such as
health exams, anti-epidemic care, diagnosis and treatment for companion
animals crossing the Chinese border and companion animals raised by
foreign diplomats, international organizations, business people and
overseas students.
Wei Chuanzhong also revealed that his Bureau was planning to build a
horse disease lab. The project will start as soon as the funding request
is approved. China will also invest 10 million yuan in building a dog
quarantine base. Moreover, authorities are selecting a site for the
construction of an isolation area.
